中國石油大學(北京):強化“四個支撐” 著力構建“一站式”社區育人新生態
中國石油大學(xue)(北京)深入學(xue)習貫徹(che)習近平(ping)總書記(ji)關(guan)于教育的(de)重要論述,落實(shi)立德樹人(ren)(ren)根本任(ren)務,始(shi)終堅持以(yi)學(xue)生(sheng)(sheng)為中心,強(qiang)化“育人(ren)(ren)力(li)量、條件保障、安全防線、數(shu)字賦(fu)能”四個支撐,持續(xu)豐富社區育人(ren)(ren)資源(yuan)供給,著力(li)構建“一站式”社區育人(ren)(ren)新生(sheng)(sheng)態(tai)。
一、強化隊伍支撐,共筑思政工作陣地。一是領導力量率先垂范。出臺《落實“一線規則”實施方案》,開展“書(shu)記第(di)一(yi)堂思政課(ke)”“校(xiao)長下午茶”等(deng)品牌(pai)活(huo)動(dong),實施“第(di)一(yi)班(ban)主(zhu)(zhu)任(ren)(ren)”制(zhi)度(du),全體校(xiao)領導(dao)(dao)帶頭擔任(ren)(ren)班(ban)主(zhu)(zhu)任(ren)(ren),深(shen)入(ru)社(she)區(qu)參(can)加主(zhu)(zhu)題班(ban)會(hui)、團日活(huo)動(dong),與(yu)學(xue)(xue)生(sheng)共話成長。二是(shi)專(zhuan)(zhuan)業力(li)(li)量(liang)持(chi)續(xu)下沉。以學(xue)(xue)校(xiao)兩院(yuan)(yuan)院(yuan)(yuan)士(shi)等(deng)專(zhuan)(zhuan)家學(xue)(xue)者為牽引(yin)(yin),班(ban)主(zhu)(zhu)任(ren)(ren)、學(xue)(xue)業導(dao)(dao)師、研究(jiu)生(sheng)導(dao)(dao)師等(deng)專(zhuan)(zhuan)任(ren)(ren)教(jiao)師與(yu)宿舍(she)結對,持(chi)續(xu)開展“教(jiao)師進宿舍(she)”活(huo)動(dong),做到進“宿舍(she)門”,做“學(xue)(xue)生(sheng)友(you)”,解(jie)“學(xue)(xue)生(sheng)難”。三(san)是(shi)思政力(li)(li)量(liang)扎根常駐。堅(jian)持(chi)輔(fu)導(dao)(dao)員(yuan)(yuan)(yuan)駐學(xue)(xue)生(sheng)宿舍(she)制(zhi)度(du),超(chao)80%輔(fu)導(dao)(dao)員(yuan)(yuan)(yuan)住在社(she)區(qu),實現重要節點值班(ban)全員(yuan)(yuan)(yuan)化(hua)、走訪宿舍(she)常態(tai)化(hua)。引(yin)(yin)入(ru)“全國高校(xiao)輔(fu)導(dao)(dao)員(yuan)(yuan)(yuan)名師工作(zuo)室”, 就(jiu)(jiu)近(jin)就(jiu)(jiu)便開展學(xue)(xue)生(sheng)深(shen)度(du)輔(fu)導(dao)(dao)、生(sheng)涯規劃等(deng)工作(zuo)。四是(shi)社(she)會(hui)力(li)(li)量(liang)引(yin)(yin)進開拓(tuo)。打造校(xiao)外(wai)導(dao)(dao)師大團隊,聘(pin)請能源行業“大國工匠”、科(ke)技(ji)(ji)專(zhuan)(zhuan)家、技(ji)(ji)術能手等(deng)700余(yu)名擔任(ren)(ren)兼(jian)職思政課(ke)教(jiao)師、“沐光校(xiao)外(wai)導(dao)(dao)師”、兼(jian)職輔(fu)導(dao)(dao)員(yuan)(yuan)(yuan),持(chi)續(xu)開展“優秀校(xiao)友(you)就(jiu)(jiu)業創業論壇”、企業招聘(pin)等(deng)活(huo)動(dong)。五是(shi)自(zi)(zi)治力(li)(li)量(liang)激發活(huo)力(li)(li)。成立學(xue)(xue)生(sheng)自(zi)(zi)我管理委員(yuan)(yuan)(yuan)會(hui),引(yin)(yin)導(dao)(dao)學(xue)(xue)生(sheng)骨干主(zhu)(zhu)動(dong)參(can)與(yu)社(she)區(qu)建設和(he)日常管理。選聘(pin)160余(yu)名學(xue)(xue)業輔(fu)導(dao)(dao)員(yuan)(yuan)(yuan),打造“共享(xiang)學(xue)(xue)習沙龍”“超(chao)級學(xue)(xue)團”品牌(pai)活(huo)動(dong),累計開展共享(xiang)學(xue)(xue)習沙龍181期(qi)、超(chao)級學(xue)(xue)團大講堂99期(qi)。
二、強化條件支撐,培育人才培養園地。一(yi)是優(you)化(hua)(hua)社(she)(she)區(qu)(qu)(qu)硬(ying)件設(she)施(shi)。充(chong)分利用(yong)學(xue)(xue)生(sheng)(sheng)(sheng)活(huo)(huo)動(dong)(dong)中心(xin)空(kong)間(jian)(jian)資(zi)源(yuan),構(gou)建總(zong)建筑(zhu)面積(ji)近(jin)1萬平(ping)米的“一(yi)站式”社(she)(she)區(qu)(qu)(qu)主陣地,切實滿足學(xue)(xue)生(sheng)(sheng)(sheng)事務辦理、學(xue)(xue)習實踐(jian)、文(wen)化(hua)(hua)體育等活(huo)(huo)動(dong)(dong)需(xu)求(qiu)。改造潤杰公(gong)(gong)寓(yu)(yu)綜(zong)合樓,打造“一(yi)站式”社(she)(she)區(qu)(qu)(qu)第(di)二陣地,增加社(she)(she)區(qu)(qu)(qu)活(huo)(huo)動(dong)(dong)空(kong)間(jian)(jian)2700余(yu)(yu)平(ping)米,構(gou)建1個(ge)(ge)黨建服(fu)(fu)務中心(xin)加勤學(xue)(xue)、躍動(dong)(dong)、藝(yi)彩等N個(ge)(ge)活(huo)(huo)動(dong)(dong)空(kong)間(jian)(jian)的“1+N”模式,為(wei)學(xue)(xue)生(sheng)(sheng)(sheng)打造集(ji)自習、運動(dong)(dong)健身(shen)、文(wen)藝(yi)拓展(zhan)(zhan)于一(yi)體的學(xue)(xue)習生(sheng)(sheng)(sheng)活(huo)(huo)園地。二是騰(teng)挪挖(wa)潛公(gong)(gong)共空(kong)間(jian)(jian)。將(jiang)公(gong)(gong)寓(yu)(yu)2000余(yu)(yu)平(ping)米空(kong)間(jian)(jian)改造為(wei)車(che)庫商圈(quan)、超(chao)市(shi)等學(xue)(xue)生(sheng)(sheng)(sheng)創(chuang)業(ye)基地,為(wei)學(xue)(xue)生(sheng)(sheng)(sheng)創(chuang)業(ye)實踐(jian)和日常(chang)生(sheng)(sheng)(sheng)活(huo)(huo)提(ti)(ti)供(gong)空(kong)間(jian)(jian)保障。建立心(xin)理工作(zuo)站,建成(cheng)(cheng)500余(yu)(yu)平(ping)米的心(xin)理咨詢中心(xin),將(jiang)個(ge)(ge)體咨詢、團體輔(fu)導、沙盤體驗和情(qing)緒宣泄等活(huo)(huo)動(dong)(dong)開在學(xue)(xue)生(sheng)(sheng)(sheng)身(shen)邊。三是功(gong)能集(ji)成(cheng)(cheng)公(gong)(gong)寓(yu)(yu)空(kong)間(jian)(jian)。在每(mei)棟公(gong)(gong)寓(yu)(yu)樓內配套建設(she)自助洗衣(yi)房、生(sheng)(sheng)(sheng)活(huo)(huo)服(fu)(fu)務區(qu)(qu)(qu)、會客(ke)區(qu)(qu)(qu)等功(gong)能場所,配備冰箱、微波爐、熨衣(yi)架、針線包等生(sheng)(sheng)(sheng)活(huo)(huo)用(yong)品,有效滿足學(xue)(xue)生(sheng)(sheng)(sheng)日常(chang)生(sheng)(sheng)(sheng)活(huo)(huo)細節(jie)需(xu)求(qiu)。每(mei)年(nian)組織開展(zhan)(zhan)義務縫補衣(yi)服(fu)(fu)活(huo)(huo)動(dong)(dong)、組裝新(xin)購自行車(che)等便(bian)民活(huo)(huo)動(dong)(dong),提(ti)(ti)供(gong)便(bian)捷生(sheng)(sheng)(sheng)活(huo)(huo)服(fu)(fu)務。四(si)是豐(feng)富精(jing)神(shen)文(wen)化(hua)(hua)空(kong)間(jian)(jian)。利用(yong)社(she)(she)區(qu)(qu)(qu)宣傳(chuan)欄、走廊文(wen)化(hua)(hua)墻等“可視(shi)化(hua)(hua)”宣傳(chuan)陣地,結合入住學(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)科專業(ye)特點,在12棟公(gong)(gong)寓(yu)(yu)樓內建設(she)“家國(guo)情(qing)、石油味”主題文(wen)化(hua)(hua)長廊、211塊(kuai)墻面展(zhan)(zhan)板,構(gou)筑(zhu)石油學(xue)(xue)子精(jing)神(shen)家園,實現理想(xiang)信念(nian)、專業(ye)發展(zhan)(zhan)“浸入式”教(jiao)育。
三、強化安全支撐,打造平安校園高地。一是(shi)深化安(an)全(quan)(quan)教(jiao)育體系。將消防演(yan)練(lian)、急救培訓、防詐(zha)反(fan)詐(zha)等(deng)內容納入社(she)區(qu)必修課,每(mei)月定期開(kai)(kai)展安(an)全(quan)(quan)知識宣講、心(xin)(xin)(xin)理(li)(li)危(wei)機(ji)排查等(deng)專項工作,提升學生(sheng)風險防范能力(li)。構建(jian)全(quan)(quan)員(yuan)(yuan)全(quan)(quan)過(guo)程(cheng)全(quan)(quan)時(shi)段(duan)心(xin)(xin)(xin)理(li)(li)危(wei)機(ji)預防與干預體系,組建(jian)專職教(jiao)師(shi)、兼職教(jiao)師(shi)、校(xiao)外專家顧問(wen)、輔導員(yuan)(yuan)、班級(ji)(ji)心(xin)(xin)(xin)理(li)(li)委員(yuan)(yuan)、宿舍心(xin)(xin)(xin)靈使者(zhe)6支心(xin)(xin)(xin)理(li)(li)健康教(jiao)育工作隊(dui)伍(wu),年(nian)均開(kai)(kai)展心(xin)(xin)(xin)理(li)(li)普測20000余人次,心(xin)(xin)(xin)理(li)(li)咨詢(xun)3200余人次,成功處理(li)(li)各(ge)類危(wei)機(ji)事(shi)件(jian)100余起(qi)。二(er)是(shi)升級(ji)(ji)智(zhi)慧安(an)防系統。織密全(quan)(quan)域(yu)(yu)防護網(wang)絡(luo),在各(ge)樓宇(yu)頂層重(zhong)(zhong)點(dian)區(qu)域(yu)(yu)安(an)裝智(zhi)能警(jing)戒攝像機(ji)114部,加強(qiang)對樓頂重(zhong)(zhong)點(dian)區(qu)域(yu)(yu)的(de)安(an)全(quan)(quan)管控(kong),實(shi)現高層重(zhong)(zhong)點(dian)區(qu)域(yu)(yu)安(an)全(quan)(quan)預警(jing)。上(shang)線“安(an)全(quan)(quan)隱患隨手拍”系統,學生(sheng)發(fa)現身邊安(an)全(quan)(quan)隱患可一鍵上(shang)報(bao),年(nian)均受理(li)(li)上(shang)報(bao)相(xiang)關(guan)事(shi)件(jian)200余起(qi)。開(kai)(kai)發(fa)行為預警(jing)平臺,將校(xiao)園(yuan)一卡(ka)通、門禁(jin)數據(ju)(ju)、校(xiao)園(yuan)網(wang)等(deng)有機(ji)銜接,通過(guo)數據(ju)(ju)收集、軌跡(ji)追蹤等(deng)功能進行大數據(ju)(ju)分析和(he)實(shi)時(shi)監管,為社(she)區(qu)治理(li)(li)賦能。三是(shi)創新聯防共治模式。組建(jian)班級(ji)(ji)信息員(yuan)(yuan)和(he)安(an)全(quan)(quan)員(yuan)(yuan)兩支隊(dui)伍(wu),覆(fu)蓋(gai)全(quan)(quan)校(xiao)568個(ge)班級(ji)(ji),協(xie)助做好班級(ji)(ji)學生(sheng)矛盾糾(jiu)紛和(he)突發(fa)安(an)全(quan)(quan)事(shi)件(jian)上(shang)報(bao),定期反(fan)饋班級(ji)(ji)學生(sheng)問(wen)題和(he)訴求(qiu),年(nian)均解決學生(sheng)各(ge)類問(wen)題2000余個(ge),筑牢群防群控(kong)基礎。
四、強化數字支撐,建強學生服務基地。一是建(jian)設線上(shang)“一站(zhan)式(shi)”學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)服(fu)務平臺。以“一網通答,及時(shi)辦(ban)(ban)(ban)結(jie)”為目標,打通教(jiao)(jiao)務、科研(yan)、人(ren)事等(deng)(deng)20余個部(bu)門(men)100多(duo)條辦(ban)(ban)(ban)事流程(cheng)(cheng),為學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)提(ti)供一體化(hua)(hua)、移(yi)動化(hua)(hua)、智能化(hua)(hua)的在線辦(ban)(ban)(ban)事流程(cheng)(cheng)單,實現了學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)辦(ban)(ban)(ban)事環節更少(shao)、速度(du)(du)更快(kuai)、體驗更好。二是創新(xin)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)訴(su)求(qiu)反饋模式(shi)。以解決學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)訴(su)求(qiu)為導向,上(shang)線“e訴(su)通”即接即辦(ban)(ban)(ban)平臺,積極(ji)發(fa)揮(hui)“師生(sheng)(sheng)(sheng)(sheng)連(lian)心線”和“民意直(zhi)通車”作用,“一站(zhan)式(shi)”解決學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)急難愁盼(pan)問(wen)題,形成(cheng)“學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)反映—集中轉辦(ban)(ban)(ban)—限期反饋—跟蹤問(wen)效(xiao)”的工(gong)作閉(bi)環。年均受(shou)理(li)訴(su)求(qiu)9000余條,平均回復時(shi)長(chang)3.5小時(shi),成(cheng)為學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)表達(da)訴(su)求(qiu)困(kun)惑、各部(bu)門(men)用心服(fu)務學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)的重要(yao)(yao)“打開(kai)方式(shi)”。三是深化(hua)(hua)數據(ju)應用管理(li)。開(kai)發(fa)“沐光成(cheng)長(chang)計劃”大(da)數據(ju)集成(cheng)平臺,綜合運用大(da)數據(ju)、人(ren)工(gong)智能、物聯(lian)網等(deng)(deng)技術,深度(du)(du)挖掘(jue)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)習生(sheng)(sheng)(sheng)(sheng)活(huo)、成(cheng)長(chang)發(fa)展(zhan)等(deng)(deng)紀實數據(ju),有(you)效(xiao)實現一鍵(jian)畫(hua)像、過程(cheng)(cheng)記(ji)錄、趨勢預警、智能推薦、科學(xue)(xue)(xue)(xue)(xue)(xue)評價(jia)等(deng)(deng)功能,全面掌握學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)成(cheng)長(chang)進展(zhan),梳(shu)理(li)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)核心競(jing)爭力(li)指(zhi)標和重要(yao)(yao)影響因素,通過相對性評價(jia)、差異(yi)性刻畫(hua)等(deng)(deng)手(shou)段,輔(fu)助(zhu)建(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)成(cheng)長(chang)性評價(jia)模型,為學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)教(jiao)(jiao)育引導提(ti)供輔(fu)助(zhu)決策,推動學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)思(si)想政治教(jiao)(jiao)育工(gong)作從“大(da)水漫灌(guan)”向“精準滴灌(guan)”轉變。
